Dr. Buchanan, Senior Associate, is the Maryland Coordinator for the Voicing Experiences through Service (VETS) Project, and evaluator for the Charles County Public Schools 21st Century After School Program. In addition, Dr. Buchanan is a key staff on contracts with Montgomery County. Her responsibilities include assisting the Montgomery County Public Schools to implement and expand community-based transition, conducting workshops for students, serving on the Transition Workgroup Taskforce and the Montgomery County Collaboration Council for Children, Youth and Families, Inc. – Youth Connectedness Taskforce, developing and conducting training in partnership with Montgomery Youth Works and representing TransCen on various inter-agency committees.
Since joining the TranCen staff in 1991, Dr. Buchanan has been the Project Director for four major projects, including the Marriott Foundation for Youth with Disabilities Bridges… from school to work program in the District of Columbia. Her activities have included staff development and technical assistance to individual schools, staff and employees; conducting career development seminars for middle and senior high school students; assisting schools address drop-out prevention and retention of at- risk students; and staff development for with adult service providers. She assisted Delaware State Department of Education evaluate its Early Start to Supported Employment (ESSE) Project, the District of Columbia Public Schools (DCPS) to implement its system-wide Transition Initiative (DCTI) for youth with disabilities, and the Maryland State Department of Education (MSDE) to implement its five-year Transition Initiative for youth with disabilities. Other professional affiliations include adjunct instructor for Bowie State University (MD), the University of Maryland, Montgomery College and The George Washington University (DC); In addition to training, she has conducted numerous conference presentations and research on Teachers’ Awareness of Psychologically Abusive Behaviors Towards Secondary Students. Dr. Buchanan is a former member of the board of directors of the Division on Career Development and Transition (DCDT) of the Council for Exceptional Children (CEC), to which she also serves as DCDT representative, and former member and chair of the CEC Elections Committee (2004-2008). - Vaughn "Reggie" Clark, M.B.A.

Mr. Clark is a Technology and Media Specialist with TransCen. In this role, he designs, produces, and maintains headquarters technical infrastructure. He also updates and produces visual solutions to the communications needs of internal clients.Mr. Clark has 7 years of previous experience providing technical support as a System Administrator for Verizon Communications. In this position, he maintained a 24/7 network, supporting technical projects nationally with cutting edge technologies in the telecommunication industry. He supported, maintained, trouble solved, and tested hardware and software. Mr. Clark was also instrumental in the transition of the organization’s first computerized network (IP) inventory system. Mr. Clark holds a B.S. in Mathematics with a concentration in Computer Science, and has a Master’s Degree in Business Administration from University of Phoenix.

Del Rae Conley is Office Manager for the DBTAC: Mid-Atlantic ADA Center. Before coming to TransCen Del Rae worked as Office Manager for the Ripken Leadership Center, a subsidiary of the Ripken Baseball organization. During her tenure with Ripken Leadership, Del Rae provided curriculum development and design support, human capital practices research, and coordination of facility arrangements for training programs. Before her tenure with Ripken Leadership, Del Rae held the position of Office Manager and Partner at Workforce Innovations. Workforce is a full service Human Resources Consulting firm with clientele in the Fortune 500. Her duties there also encompassed support for curriculum development and design, human capital practices research, as well as library maintenance of training programs.Del Rae is a member of the Society for Human Resource Management and is presently studying for her PHR certification. She is also a certified yoga instructor and enjoys teaching on weekends.

Dr. Crane is a Senior Research Associate currently assigned to the Youth Transition Demonstration (YTD) Project. She has been involved in creating and expanding school-to-work systems for youth with disabilities for the past seven years. Her area of expertise includes research, outreach, and the design of activities to improve programs and services for youth with disabilities. Before joining TransCen’s staff, Dr. Crane worked for the National School-to-Work Office of the U.S. Departments of Education and Labor, where she collaborated with a variety of federal and state government entities to ensure the inclusion of youth with disabilities in various policy initiatives. She also represented the National School to Work Office on the Presidential Task Force on the Employment of Adults with Disabilities.Dr. Crane has worked to assist states in strategic planning to improve the secondary education and transition policies and systems that serve youth with disabilities. In addition, she has conducted research and developed several major training and technical assistance strategies for both education and workforce-related programs including community resource mapping, employer engagement, career majors, and self-determination for youth with disabilities. She has been affiliated with the Center on Education and Work at the University of Wisconsin where she worked on developing curriculum that integrates contextual learning experiences. In addition, she has held a variety of leadership positions in professional associations representing vocational special needs and transition. Currently, she is the co-editor for the Journal of Vocational Special Needs.

Dr. Deschamps is a Senior Research Associate assigned to provide technical assistance to Maryland counties for the Maryland Seamless Transition Collaborative (MSTC). Through MSTC, Maryland youth with disabilities have the opportunity to participate in enhanced career assessments, paid job experiences, support services, and leadership activities ultimately leading to postsecondary education and/or employment in a chosen career. Dr. Deschamps also collaborates with other TransCen team members to design relevant online training opportunities for transition practitioners.Dr. Deschamps previously served as Director of Training and Evaluation for TransCen’s ADA Information Center for the Mid-Atlantic Region before becoming a Transition Specialist with the Fairfax County Public School system in Northern Virginia for nine years. There she provided consultation, training, and technical support to students receiving special education services and personnel in Career and Transition Services, part of the Office of Special Education. She also served as a consultant to the Johnson Scholarship Foundation in Florida where she advised the Board of Directors on disability programming specifically related to transition from school to life after school and career development for college students with disabilities. She received her doctorate in Special Education from The George Washington University specializing in disability policy and transition from school to work for students with disabilities. Dr. Deschamps has also taught children with learning and emotional disabilities.

Mr. Díaz is a Senior Associate who leads the Technology, Design and Administration (TDA) team at TransCen. Responsible for the conceptualization and design of promotional and educational materials that support TransCen’s assorted initiatives and programs. During his tenure at TransCen, he has been involved in a vast array of projects involving website development, online learning design, corporate communications, product development, visual and learning aids, information design, systems analysis, identity systems, tools and instruments design, production management, to name a few. Some of his noteworthy accomplishments at TransCen include the YTD Project ID and collaterals; AB+ Toolkit; the Maryland Customized Employment Partnership website and newsletters; the Post-Secondary Education Research Center (PERC) website; Imagine Working (Video and Workbook); the Tennessee Customized Employment Marketing Campaign.Prior to joining TransCen, Mr. Díaz established a small design studio focusing on the development of marketing materials for other businesses and non-profits, in both print and electronic formats. Some of his clients included the Smithsonian Institution Center for Latino Initiatives, the Maryland Society for Sight, Teatro de la Luna, the Latin American Folk Institute, the City College of New York, the Rochester Institute of Technology, Edelman Public Relations Worldwide, among others. As creative principal, Mr. Díaz overhauled the corporate identity of nationally recognized public health services contractor. He designed the new style guide and logo for NCSET. He spearheaded the development and design of a teacher tool kit for the State of Delaware Department of Education, which was distributed state-wide. In addition, he conceptualized a tool kit for the Academy of Educational Development (AED).

Ms. Dwyre a Senior Associate, is the Project Coordinator on the Post-Secondary Education Research Center project funded by OSEP to set up technical assistance centers and collect data on college-based transition programs for students with intellectual disabilities (ID). In addition, Ms. Dwyre is working on the Center for Postsecondary Education for Individuals with Intellectual Disabilities, funded by NIDRR and in partnership with the Institute on Community Inclusion at UMASS-Boston. The Center will conduct research and disseminate information on promising practices that support individuals with ID so that they can gain access to and be successful in an inclusive postsecondary education. Ms. Dwyre also manages employment and benefits phone counselors for SSA’s Accelerated Benefits Plus research project for recent SSDI recipients across the country. Formerly, she coordinated the Baltimore Transition Connection, a 5-year federally funded transition project for students with ID on 2 and 4-year colleges and universities in Baltimore, integrating the local school system, adult service providers, the colleges and universities, and the community. Ms. Dwyre is a national trainer for TransCen in the areas of transition, marketing and job development, special education, community classroom models, and self-determination. She has a Masters in Rehabilitation Counseling with a focus on Transition and Supported Employment from the University of Illinois at Urbana-Champaign.

Ms. Easterbrook is an Employment Specialist for WorkLink in its Competitive Employment Program. With over 20 years spent in the high-tech industry as a marketing professional, Ms. Easterbrook assists job seekers to identify and market their unique combination of skills, talents and experiences, and to target employers who will value what they have to offer.
Prior to her marketing career, Ms. Easterbrook worked with people with disabilities as a physical therapist. She has a B.S. in Physical Therapy from Indiana University and an M.B.A. from the University of California, Berkeley.

Mr. Edwards is the Program Manager of Supported Employment for WorkLink. His prime function on the WorkLink team is overseeing all the workings of the Supported Employment program: Training new employees, contacting and liaising with employers, job coaching; generally facilitating the integration and success of the new employee. Mr. Edwards works closely with San Francisco Department of Rehabilitation (DOR) and Golden Gate Regional Center (GGRC); case-managers and counselors as well as billing officers.
Prior to coming on board, he had eight years of experience in Human Resources, during which time he piloted HR departments in the Printing and Retail sectors. In addition, Mr. Edwards has seven years of experience in non-profit administration and teaching, as a founder of an inner-city arts organization in his native England. Mr. Edwards has a B.A. in English Literature from Birmingham University, England, and a Master's in Public Health from BAVC in California.

Ms. Farrington is the Director of Human Resources for TransCen. She manages several key activities associated with various TranCen projects and management functions. In this capacity, she is responsible for staff recruitment, retention and counseling as well as the administration of all benefit plans, including the organization’s retirement plan, insurance plans and personnel policies. She also oversees the administration and negotiation of all office leases, liability policies and service contracts with vendors.Ms. Farrington has been on the staff of TransCen since 1992. Prior to joining TransCen she was the Disability Issues Coordinator for Bell Atlantic Corporation (now known as Verizon Communications), a leading international telecommunications and information systems corporation with over 75,000 employees. In this position, she was responsible for the development and implementation of corporate policy on the hiring, training and advancement of individuals with disabilities. Her tenure with Bell Atlantic also included the management of a large call service center and other executive assignments. She received her B.S. degree in Mathematics from the College of William and Mary.

Dr. Grigal, Senior Research Associate, is the Principal Investigator and Director of the OSEP funded Postsecondary Education Research Center (PERC) Project and the Co-Principal Investigator of the newly funded NIDRR Center on Postsecondary Education for Students with Intellectual Disabilities. Dr. Grigal conducts research and provides evaluation and technical assistance on exemplary practices for supporting students with intellectual disabilities in postsecondary settings. She is currently conducting a comprehensive national survey of postsecondary education options for students with intellectual disabilities with her collaborators at the Institute on Community Inclusion at UMASS Boston.Her previous experience includes the administration and supervision at the University of Maryland of over $3.3 million federally funded personnel preparation, research, and outreach grants. She has co-authored two books on postsecondary options for students with intellectual disabilities and has conducted and published research in the areas of postsecondary education options, transition planning, families, self-determination, inclusion, and the use of person-centered planning techniques.

Ms. Goss is the Assistant Director of the DBTAC: Mid-Atlantic ADA Center. In this role she is responsible for the coordination of the DBTAC's outreach efforts as well as to conduct trainings on the ADA and disability awareness. In addition, she is responsible for the newsletter, bi-weekly ebulletin, evaluation, and other reporting obligations. She has broad experience supporting the business community, and in the past has worked closely with the Department of Economic Development, Business, State and Local Government, Health Care Providers, and Maryland's Lead Disability Program Navigator. Ms. Goss has conducted a variety of training on topics relating to employment. She has over 30 years of work experience where her focus has been business management and human resources management. Her business background includes non-profit organizations, manufacturing, construction, biotech, recruitment, health care, government contracting, and the IT industry. Ms. Goss holds an undergraduate degree in business management from UMUC.

Mr. Guillen is a Technical Assistance Specialist for the DBTAC: Mid-Atlantic ADA Center. He provides technical assistance in both English and Spanish on overall disability inquiries and all aspects of the Americans with Disabilities Act.Prior to working for TransCen, Mr. Guillen was the Assistive Technology Specialist for the one-stop employment center in the City of Alexandria. There he provided employment services, training and information on reasonable accommodations to clients, service providers and employers. Mr. Guillen completed the Assistive Technology Applications Certificate Program through the University of California in 2004 and is currently completing a B.S. in Engineering.

Francis Hightower, a service-connected disabled U.S. Army Veteran, is TransCen's Veterans Workforce Investment Program Specialist at the MontgomeryWorks One Stop Career Center in Montgomery County. Mr. Hightower develops career-related programming, recruitment and placement strategies for veterans, many of whom have significant barriers to employment.Mr. Hightower has over 20 years of experience in human resource management, much of it in the area of government contracts. Additionally, over the course of his career, he has created and implemented a number of programs in the areas of life skills and employment-service programs. Mr. Hightower's experience includes managing programs for Miami's largest citywide job placement agency, including on-the-job training and apprenticeship programs; managing outreach programs for disadvantaged populations; and serving as a recruiter/counselor with Miami Dade Community College where he implemented the Veterans' Upward Bound Program.

Ms. Johnson is the Director of Accounting for TransCen. She is responsible for all financial aspects of the organization, including accounts receivables, billings, accounts payables, multi-state payrolls, cash flow, financial statements and budget preparation and analysis. She is also responsible for government grant reporting requirements, indirect rate applications, performance of the annual audit and assists with grant writing.Ms. Johnson oversees the financial activities of all TransCen offices including the headquarters in Rockville, MD, the ADA & IT Information Technology Center in Rockville, MD and the WorkLink office in San Francisco, CA.
Prior to joining TransCen in December 1994, Ms. Johnson was a Senior Staff Accountant at a Certified Public Accounting firm in Baltimore, MD. During her tenure at the firm, Ms. Johnson obtained extensive knowledge and experience in auditing and tax accounting. Ms. Johnson’s goal is to continually direct a productive and responsive accounting department to aid all staff at TransCen and provide support for all its program and management services.

Ms. Leedy is Senior Associate currently assigned to lead the Maryland Disability Program Navigator initiative. She has 19 years of professional workforce development experience, concentrated on promoting employment opportunities for people with disabilities. She has extensive knowledge on disability employment issues and is a popular and highly rated trainer on job placement methodology and disability awareness. She develops and delivers workshops and seminar presentations nationally on employment issues. Training audiences include job candidates, private sector employers and non-profit employment agencies. Employer training topics include recruitment, interviewing, partnering with schools and other community organizations, disability awareness and compliance with the Americans with Disabilities Act.Ms. Leedy’s expertise comes from extensive experience as a job development and placement professional who has had a direct role in assisting hundreds of job candidates with disabilities achieve employment success. Her familiarity with job placement methodology, her knowledge of federal recruitment processes, and her involvement with private sector businesses are all facets of her professional experience that has made her a highly effective facilitator of employment opportunities for people with disabilities. Other career assignments have included One Stop Center management, design and implementation of disability employment demonstration projects, research associate, vocational evaluator, and career coach.

Mrs. Masiello is currently the Project Administrative Specialist for TransCen. In this capacity, she provides technical support to the Youth Transition Demonstration (YTD) funded by the Social Security Administration. YTD is a national research project that provides a broad array of transitional-related services and supports for youth ages 14-25 who are currently receiving SSI and SSDI.Prior to joining TransCen, Mrs. Masiello was a Resource Specialist for the State of Maryland at the Montgomery County One-Stop working in the Core Services department assisting job seekers get job ready. She specialized in orientating customers to the One-Stop as well as counseling them on their job search in areas such as: career planning, résumé writing, and interview readiness. She has maintained outstanding relations with clients, partners, and county agencies. Mrs. Masiello has developed several successful projects and resources of job seekers, partner agencies, and staff. Mrs. Masiello is a Certified Professional Résumé Writer (CPRW) and is the 2007 recipient of the Workforce Development Achievement Award in Montgomery County through the Maryland Association of Workforce Development Professionals. She is a graduate of University of Maryland, Baltimore County with a B.A. in Political Science.

Dr. Martin Luecking is a is a senior research associate. and serves as project evaluator and Technical Assistance Consultant for a federal Department of Education research demonstration project, the Maryland Seamless Transition Collaborative. She also serves as a coordinator and instructor for University of Maryland’s Job Development and Job Placement in Transition online academic certificate and George Washington University’s Technical Assistance and Continuing Education Center. Dr. Martin Luecking is actively facilitating resource mapping, performance-based strategic planning and organizational change technical assistance with various educational and non-profit organizations. Dr. Martin Luecking has more than 30 years of experience as an executive leader, and a grants writer, project manager, classroom and university teaching (online and face to face), and strategic performance based consultant. Well published, Dr. Martin Luecking has contributed her expertise and passion to the community by authoring more than 50 books and articles in refereed journals. As an invited national presenter, she has been able to share her life’s work at more than 50 conferences. Accomplishments include many state and national level appointments, leadership in national and state initiatives, as well as serving as a research professor at the University of Tennessee and the University of Maryland. Dr. Martin Luecking is an active member of national APSE (the Association for Persons in Supported Employment) and has served on the executive board, and presently serves as a member of Maryland’s Employment First Initiative, MD Administration on Developmental Disabilities.

Dr. Luecking is President of TransCen, a position he has held since 1987 when he was charged by the Board of Directors as the organization’s first employee to create improved linkages between schools, service providing agencies, government, business, and families so that youth with disabilities experience improved post-school employment outcomes. During his tenure with the organization he has written, directed and/or overseen several dozen federal research and demonstration projects as well as a number of foundation-funded projects that address school to work transition and employment services for people with disabilities. He was an original consultant in the development of the Bridges…from school to work program of the Marriott Foundation for People with disabilities, which has since been replicated and established in several national locations with the help of TransCen.Dr. Luecking has maintained active participation and held leadership positions in numerous local, state and national initiatives, including workforce development boards, school-to-career systems, business/education associations, national non-profit organizations, and national professional organizations. He has also served in the U.S. Departments of Education and Labor under a special joint appointment to promote the engagement of employers in school to work initiatives. Prior to his tenure with TransCen, Dr. Luecking held positions in rehabilitation, education and non-profit management. He is the author of numerous trade and academic publications on topics related to employment of people with disabilities, business partnerships, school-to-work transition, and career development..

Ms. Murphy is the Director of WorkLink, TransCen's San Francisco-based employment services office. For the past eighteen years, she has been involved in establishing person-centered transition and employment services for individuals with significant disabilities. She has worked with the San Francisco Unified School District to develop and implement district-wide programs, including an interagency service model that combined funding and resources from the schools, adult service providers, the Department of Rehabilitation and the Department of Developmental Services. Ms. Murphy has established customized employment services for both TransCen and the United Cerebral Palsy Association. As a site-manager for TranCen's Project Advance, Ms. Murphy is now working with the San Francisco One-stop system to better serve job seekers with disabilities. Ms. Murphy is committed to developing individualized, consumer-driven services that focus on finding career-oriented employment. She has been instrumental in creating some of the most innovative employment programs in the San Francisco Bay Area.
Ms. Murphy has presented customized employment, job development techniques and TransCen's "Business First" Marketing Approach at numerous training seminars and conferences. She is a guest lecturer for San Francisco State University's Department of Special Education and has led international study tours for Scandinavian and European legislators and administrators. Her Master's degree includes a Certificate in Special Education and Rehabilitation Counseling.

Ms. Parker is the Program Manager and County Liaison for the Montgomery County Customized Employment Public Intern Project (CPIP), in partnership with the local One Stop Career Center and Montgomery County (MD) Government. As the County Liaison for CPIP, Ms. Parker identifies and creates part-time positions in County government offices based on a department's need. She then recruits qualified individuals with significant disabilities for the position, based on their interests, skills and competencies, ensuring that any necessary supports are in place. Ms. Parker also oversees the efforts for a local Workforce Investment Act (WIA) In-School Youth with Disabilities Initiative. Through this initiative, she provides the framework and supervision for the charge to assist transitioning youth to establish employment opportunities, based on their interests, skills and abilities.Ms. Parker was a key staff member in the implementation of the Maryland Customized Employment Partnership, a project recognized nationally for its leading edge approach to creating customized employment opportunities for individuals with significant disabilities through collaboration with a number of employment service entities. Ms. Parker excels in making business contacts for the purpose of developing job opportunities on behalf of job seekers; assisting job seekers learn and perform necessary job tasks; facilitating workplace accommodation, support, and integration at the workplace. She is known for establishing, maintaining and promoting excellent working relationships among jobseekers, disability employment service providers, and employers. Her expertise includes working with people who have mental illness, intellectual and physical disabilities, as well as other significant barriers to employment. Ms. Parker also facilitates workshops and training sessions for disability employment service practitioners who assist job seekers with disabilities. She is a graduate of Hampton University and the Arizona School of Professional Psychology, with Bachelor's degree in Psychology and a Master's degree in Sport-Exercise Psychology with an emphasis on counseling.

Ms. Reyes is an Administrative Specialist, providing various support services to the Maryland Seamless Transition Collaborative (MSTC) and other TransCen projects. Previously to becoming part of TransCen's team, Ms. Reyes provided administrative support services for the State of Maryland, Division of Workforce Development. She synchronized office operations to maintain an effective and productive working environment to her immediate staff and partner organizations. Ms. Reyes was part of the MontgomeryWorks One-Stop Workforce Center partnership in Wheaton, MD.
Additionally, Ms. Reyes served in the United States Marine Corps and is an Operation Iraqi Veteran. During her time in the Marine Corps Ms. Reyes received the Navy and Marine Corps Achievement Medal for her outstanding achievement and meritorious service in support of the Global War on Terrorism. Ms. Reyes has also been awarded various medals and ribbons for her honorable service during her time in the Marine Corps. She currently still serves in the Marine Corps Individual Ready Reserve and is pursuing a BS in Business Administration at the University of Maryland University College, Adelphi.

Natalie Rosser assists the Accounting Director by inputting vendor payments and journal entries. Ms. Rosser was placed with TransCen through their Veterans Workforce Investment Program, a service offered for military veterans with disabilities seeking to return to the civilian workforce. TransCen is providing Ms. Rosser with on the job training in the accounting department to supplement basic finance skills she learned before her military service.By working with TransCen she is reintegrating into a non-military lifestyle and regaining additional professional experience that she can apply in the future. Ms. Rosser plans to continue her university studies part-time to complete her B.S. degree in digital gaming.

Mrs. Simonsen is a Graduate Research Associate and is assigned to the Maryland Seamless Transition Collaborative (MSTC) project. Mrs. Simonsen provides technical assistance to the participating sites , develops MSTC publications, and works on project evaluation. Prior to joining TransCen, Inc., Mrs. Simonsen worked as a secondary special educator and transition specialist in Maryland and coordinated a post-secondary program for 18-21 year olds with intellectual disabilities. In addition to working directly with students and families, Mrs. Simonsen has experience in job development and coaching, professional development and higher education. Mrs. Simonsen is pursuing her Ph.D. at the University of Maryland. Her primary research focus is on the variables that impact supported employment outcomes for transitioning youth with developmental disabilities

Ms. Smith is a Benefits Counselor and Project Coordinator for the Accelerated Benefits Plus Demonstration Project’s Employment and Benefits Counseling Center (EBC), funded through the Social Security Administration (SSA). She is also a Research Associate for the OSEP-funded Postsecondary Education Research Center (PERC) and the Center for Postsecondary Education for Individuals with Intellectual Disabilities, funded through the Department of Education’s Disability Rehabilitation Research (DRRP) Projects. In addition, Ms. Smith is a Consultant for the SSA- funded Youth Transition Demonstration National Evaluation Project (YTD). Ms. Smith’s duties include personalized counseling, coordination, product development, data and technical management for these projects.Ms. Smith joined TransCen in August 2007. She has five years of benefits counseling experience, and is a trained Community Work Incentives Coordinator (CWIC). She also has a master’s level certificate in Job Development and Job Placement and extensive training in Microsoft applications including spreadsheet and database design.

Dr. Stuart is a Research Associate, currently assigned to the Maryland Seamless Transition Collaborative (MSTC) and Social Security’s Youth Transition Demonstration (YTD) Project. For MSTC she is the Technical Assistance Coordinator. In this assignment, she coordinates all technical assistance activities for eight participating school districts in Maryland. This involves the collaboration of school systems, Division of Rehabilitation Services (DORS) and adult service providers to provide seamless transition for students with disabilities, who upon exiting school will require services from an adult provider for integrated employment and community inclusion. In addition, Dr. Stuart serves as a programmatic technical assistance partner for YTD. This project seeks to evaluate whether services and waivers provided under YTD will have positive impacts on employment, earnings, income, educational attainment, and receipt of SSA benefits for youth with disabilities.
Dr. Stuart has over 15 years of experience in the fields of special education, school-to-work transition and employment and training of persons with disabilities, especially those with severe disabilities. She has several journal publications and has assisted in several statewide trainings related to her professional interests. She has presented papers at numerous national professional conferences and published in the area of severe disabilities, transition planning, and benefits planning with federal cash assistance programs. She has used her years of experience assisting secondary transition-age students with disabilities and their families to coordinate and acquire services and supports as they transition from school to post-school environments in various school districts in Maryland and Florida. In addition, her experiences and successes with the full participation and accommodations for youth with severe disabilities have led to several positive employment and community outcomes for them. - George P. Dr. Tilson is Senior Vice President of TransCen. He joined the organization in 1989 to assist the Marriott Foundation for People with Disabilities in piloting Bridges...from school to work — a state-of-the-art transition program that helps youth in special education secure paid employment during their final year of high school as part of their academic course of study. Dr. Tilson subsequently became the Bridges national director, overseeing operations in seven sites across the U.S. During his tenure with TransCen, he has also developed, implemented and evaluated a wide array of demonstration projects and has written numerous articles on career development and school-to-adult life transition. He is a widely known and highly regarded trainer, having conducted training throughout the country and Europe to companies, human service organizations, school systems, student and parent groups, and government agencies.
His corporate clients have included Hewlett Packard, Marriott International, The Kroger Company, The Corporation for Public Broadcasting, and the U.S. Departments of Defense and Agriculture. Dr. Tilson is the co-author of A Working Relationship, and has contributed chapters to six textbooks. He has appeared on PBS and CNN and serves as adjunct professor at The George Washington University. Prior to joining TransCen, Dr. Tilson was both a general education and special education teacher, job placement specialist and program evaluator. - Barbara Van Dyke

Ms. Van Dyke is an Administrative Specialist for the DBTAC: Mid-Atlantic ADA Center, specializing in document and data management. Her duties include managing data capture and reporting, providing logistical support for DBTAC events and developing and managing information resources and tools for DBTAC staff and associates. She has also worked with the Postsecondary Education Research Center (PERC) and Disability Rehabilitation Research (DRRP) projects as a research assistant.In addition to her work at TransCen, Ms. Van Dyke helps manage her family business, an independent mortgage brokerage. She has served in many capacities as a volunteer with the Girl Scout Council of the Nation’s Capital. She is a graduate of the University of Maryland, College Park with a B.S. in Business Management.

Mr. Verstegen is a Senior Research Associate and is assigned to the Youth Transition Demonstration (YTD) Project. Mr. Verstegen provides consultation and training in the areas of performance management, marketing, job development and case management. He is also an Adjunct Instructor for the University of Maryland.Mr. Verstegen has over 20 years experience providing consultation and project management on various organizational, economic and business development projects. From 1999 to 2007, he was the Assistant Director at the University of Tennessee’s Center on Disability and Employment where he managed statewide organizational development projects throughout the southeast region. From 1986 to 1999, Mr. Verstegen was Program Manager in the Bureau of Minority Business Development in the Wisconsin Department of Commerce. He established and managed various business development programs which have provided business planning and financing for AFDC recipients, persons with disabilities and Not-For-Profit Organizations. These statewide initiatives fostered systems change and employment for persons with a disability.

Ms. Vessels is Director of the Disability and Business Technical Assistance Center (DBTAC), also known as the DBTAC: Mid-Atlantic ADA Center. Serving in this role since 1996, she has been responsible for the daily operation of the DBTAC, as well as acting as liaison with ADA and disability coalitions in the six-state Mid-Atlantic Region (MD, VA, PA, DE, WV, DC). Among her primary areas of expertise are training and technical assistance on the Americans with Disabilities Act as it relates to employment and public access issues. She is in considerable demand as a speaker and trainer and has traveled the country providing consultation on disability legislation and policy.Prior to joining the TransCen staff, Ms. Vessels was the Executive Director of the Maryland Governor›s Committee on Employment of People with Disabilities and the Director of the Maryland Governor's Office for Individuals with Disabilities. She was a Senior Health Educator for the Baltimore City Health Department for nine years. She has served as an Executive Board Member for the President's Committee on Employment of People with Disabilities and currently serves on the Board of Directors of Parents' Place of Maryland. Ms. Vessels also has had a gubernatorial appointment to the Maryland State Rehabilitation Council of which she was chair. She received an Honorary Doctorate from Towson University, and has received numerous awards for her commitment to disability issues and health education.
